I concur absolutely with everybody who has said the '-Insert Genre here- Movies'.  Just cheap, tacky bad filmmaking. 

In terms of big-budget, major films, One of the worst I have ever seen is 'Mission Impossible 2'.  It's utter brainless, nonsensical drivel made even worse by the fact that the first one wasn't half bad and in my opinion the third was rather excellent.

I believe, however, that 'Freddy Got Fingered' is the worst film ever made.  A Tom Green 'Comedy' vehicle that is so random, so mean-spirited an so massively, incredibly un-funny that I actually felt a little ill after watching it.  I'm not a terribly sensitive guy and it takes a lot to offend me, but this film is offensively bad.

I'd have to say Troll 2. The acting was horrible that it was even funny. The trolls didn't look like trolls. It wasn't even scary. It was actually humorous!
